The Missouri Substance Abuse Professional Credentialing Board, Inc. (MSAPCB) is a not-for-profit organization established in 1977 from the (then) Missouri Association of Alcoholism counselors for the purpose of providing a recognized credential for qualified professionals working in the field of substance abuse prevention and treatment.

The MSAPCB is a member of the International Certification and Reciprocity Consortium (ICRC). This consortium manages reciprocity and maintains international standards for certified professionals.
Professionals certified at the reciprocal level through the ICRC process are now included in the Federal Department of Transportation's (DOT) definition of Substance Abuse Professional (SAP).

The MSAPCB operates with a minimum of ten board members, five of whom are elected representatives, one from each of the established regions in the State. In addition, the MSAPCB currently employs three full time staff employees.
